This week, I dove into a powerful new report from Bellwether examining how nationwide enrollment declines are reshaping school budgets. The numbers are sobering:
A 2.3% drop in public-school enrollment from FY19–FY22
More than 1 million students lost since pre-pandemic
A projected 5.5% enrollment decline from FY22–FY31
Because most districts rely on per-pupil funding, these shifts are forcing tough conversations about staffing, programming, and even school consolidation.
Bellwether recommends centering budget decisions on equity, transparency, community engagement, and weighted funding formulas that support our highest-need learners.
